Dynamic Host Configuration Protocol (DHCP) means it is part of a broader intranet. Like some might have these type of IPs if they are traced from a workplace or a university setting.
So in this case you listed, it would be Insight.Com, has a server that allows internet access through its TCP ability. TCP is like when you use AIM or other messaging service. It has the ability to directly connect for file sharing etc....
The numbers are the address (like a house number) and the other stuff is the street city and zip codes. Hope that helps a little.
One little piece of advice. Do not assume too much regarding IP's, Use them as a general idea where the Ip originates, because I know I can personally trace my own IP and sometimes it is many miles/cities off base, it all depends where my server connects that day.....
Oh and there are dynamic IPs, they change like weather, usually dial ups. AOL Ips are never unique BTW.
